The Kurdistan Region Security Council (KRSC) on Friday underlined that it played a key role in the killing of ISIS deputy caliph Abdallah Makki Muslih al-Rufay’i.
“After years of pursuit and relying on intelligence from the KRSC, in coordination with allies and later with Iraqi federal forces, the deputy caliph of ISIS and the group’s leader in Iraq and Syria, Abdallah Makki Muslih al-Rufay’i, known as Abu Khadija, was killed in an operation,” the KRSC stated.
“However, regrettably, the statement issued by the Iraqi Prime Minister made no mention of the key role played by the KRSC. Such an omission does not reflect a positive approach to cooperation between regional and federal institutions.
“The institutions affiliated with the KRSC have played a crucial role in countering terrorist threats in this area and will continue to do so effectively. It would be better if the federal government provided greater opportunities for cooperation and coordination to ensure stability and security across Iraq,” the KRSC said.

Iraqi Prime Minister Mohammed Shia’ al-Sudani on Friday stated that the “Iraqi National Intelligence Service, with support and coordination from the Joint Operations Command and the International Coalition forces, successfully eliminated the terrorist Abdallah Makki Muslih al-Rufay’i, known as Abu Khadija.”
However, he did not recognize the role of the KRSC, which was established in 2011.
According to the Iraqi government, Al-Rufay’i held the so-called position of deputy caliph, in addition to serving as the so-called wali of Iraq and Syria, head of the Authorized Committee, and overseer of external operations offices. He was considered one of the most dangerous terrorists in Iraq and the world.
