Kremlin spokesperson Dmitry Peskov announced that on February 25, 2025, Russia’s President Vladimir Putin hosted Amiran Mutsoyev, the founder of the Regions Group and the chairman of the board at Dream Island Company, at the Kremlin.

According to Peskov, the Regions Group is one of the largest firms in the construction sector, heavily investing in building residential complexes, luxury destinations, and entertainment facilities across Moscow and other parts of Russia.

Mutsoyev, the son of Zelimkhan Mutsoyev, is a Kurdish member of the Russian State Duma. His family has undertaken several construction projects, including Dream Island, as well as resorts and amusement parks. One of their major projects is the VDNKh Park, which is among the three largest luxury and entertainment developments in Russia and Europe. The project was inaugurated in Moscow with the presence of President Putin.
